I don't really think there are areas that six sigma doesn't work in (like research and development, or accounting or the executive suite). Rather I think there are bad implementations where six sigma ideas are applied poorly and don't work (which happens in any locations - plenty of poor six sigma efforts have been made on the factory floor...).
